咨询产业是适应社会信息化、科学化、现代化发展而兴起的现代产业,也是第三产业中发展势头最快的产业之一。现代咨询业的核心作用是提高人们决策和行为的科学化水平,对国家的经济发展和保持国际竞争优势等起着十分重要的作用。在目前的中国市场上,外资咨询公司占有垄断地位,要发展本土咨询业,有必要先了解国外咨询公司的发展特点和方向。经过几十年的发展,国外的管理咨询业已经成为一个发展迅速的知识型产业部门,被列为高层次知识产权中的重要领域,成立了很多具有很高水平和威望的咨询公司。美国75%的企业都要请教咨询公司,日本50%的企业要在咨询顾问的帮助下改善管理。市场的扩展带来收入的激增,60年代美国的管理咨询年收入为10亿美元,70年代增长到20亿美元,80年代达到50亿美元,至今已达到200亿美元。在西欧各国也呈现出稳定快速的增长。

目前全国各地有数百家咨询公司，有的只有几名雇员，也有十几家在短短几年内发展到约1000名雇员。相比之下，麦肯锡(McKinsey&Co)在全球拥有1.8万名雇员，其中在大中华区雇佣了500名研究员和咨询顾问。中国咨询行业诞生不到20年后，本土咨询公司即将面临一场洗牌，只有实力最强的公司才会幸存下来。各公司激烈争夺合同，却往往只能向客户提供肤浅的建议，这种情况对任何人及企业发展都不利。

过去相当一段时期，人们对咨询业功能、作用缺乏足够的认识，对咨询机构多是持怀疑态度，咨询往往是政府行为，企业自身对咨询管理的需求不大，企业决策层的观念也没有根本改变，对咨询的认识比较朦胧。因此，这个阶段的管理咨询发展缓慢，缺乏行业规范，从业人员的素质也不高，行业专家也不热心参与；国家对咨询业重视不够，没能有效地将行业规范、监管起来，缺乏行业管理等等，导致咨询业泥沙俱下，市场容量狭小，更别提行业积淀、良性运行，与国外咨询业相比，存在着很大的差距。咨询业在我国发展缓慢，最根本的一条是因为体制、机制、竞争等造成的需求动力不足。附件：世界与中国咨询研究领域综合发展信息数据

世纪90年代末，当第一批小型合伙制公司试图在中国以“咨询公司”的名义注册时。自那以来，中国的咨询公司发展得有些过了头。我国咨询业和改革开放同时起步，由中国企业联合会（当时为中国企业管理协会）开创了这项工作。由中国企业管理协会牵头，通过学习与引进国外管理咨询的理论与方法，结合中国的国情及企业的实际情况，开展企业管理咨询。根据中为咨询观察目前我国咨询业发展时间非常短，和西方管理咨询业的发展水平有大的差距。总是不能形成专业化合作化的集团作战行为。西方咨询业已发展到以客户为轴心提供个性化扎实的服务，而国内咨询业的人才结构、知识结构还不能承担国际化复杂的业务，零散资源亟待整合。

国内过去咨询业的发展缓慢，现今国内大企业开始成功利用咨询公司，企业意识到了咨询的作用，企业有了利用咨询的主动意识。我国的企业咨询市场逐步发育成长。首先，随着市场经济逐步发展，市场竞争的激烈程度逐步增强，企业对企业咨询的要求越来越迫切。根据中为咨询观察，现在要求提供企业咨询服务的企业逐步多了起来，并表现出两大特点，一是要求咨询的课题属于传统性课题如生产管理、质量管理、现场管理等已不是很多，而具有创新意义的咨询课题，如发展战略、市场开发、现代企业制度等方面的多了起来；二是对提供企业咨询服务的主体，即咨询机构选择性很强。这一特点说明中国需要咨询业，企业需要咨询，而且对企业咨询的要求越来越高。其次，随着经济和市场的全球化，企业对企业咨询的依赖程度越来越高。

我国正处在经济转轨，工业化进入第二阶段，加上全球化、信息化扑面而来。从生产经营到资本经营，由产品经营到品牌经营；可使用的成长工具、扩张工具、竞争工具更多，组合工具更多，难度更大，专业要求更高。全球化、信息化更是加剧了这种趋势。如：如何合理的利用信息化手段；如何有效利用国内外两种资源两个市场等。复杂的情况使越来越多的企业难以独立应对，这时要在竞争中获胜就客观的需要引入“外脑”，利用外部先进的智力成果。面对时代发展，我国咨询机构和咨询人员要培育和形成自己的核心产品，迅速提高咨询服务的价值性和实用性。
